Committee of Governance and Dialogue Outcome Issues Finalizes Discussion about Constitution and Government

The committee for governance and dialogue outcome of the National Dialogue Conference has finalized discussion about the issues of the Constitution and governance.
In a press statement, chairman of the committee, Prof. Barakat Musa Al-Hawatti, said that the committee will commence as of next Tuesday the discussion on the two issues of the system of government (parliamentarian, presidential or a mixed one) and the federal system and assessment of its experiment by identifying the visions and proposals of the representatives of the parties and armed movements within the committee. He said that the committee has reviewed a paper presented by experts in the strategic planning field which has underscored the importance of reaching accord on the supreme interests of Sudan and the importance of combating corruption which poses a threat to the economic and social stability. Prof. Al-Hawatti indicated that the committee also discussed a number of issues; top of them is the strategic planning and its relation with the citizen and stability.
Academician Calls for Inclusive National Dialogue

The lecturer at Sudan Academy for Administrative Sciences, Gumaa Mohamed Ahmed, has stressed the importance of benefiting from the current available opportunity to make a success the national dialogue which began on October 10.
At a lecture on the concept and importance of negotiation, which he gave to learners of Sudan News Agency (SUNA) Sunday, Gumaa said that the current time is appropriate for deliberation on all Sudan issues.
He said that dialogue shall be inclusive and including to all the Sudanese parties, the armed movements, peoples’ sectors and organizations with the aim to come out with inclusive and lasting solutions for Sudan’s political, security, economic, social and cultural issues.
Blue Nile governor underlines commitment to support National and Societal Dialogue process

The Governor of eh Blue Nile State, Hissain Yassin Hamad, has reaffirmed his government commitment to fully support the National and Societal Dialogue process in his state.
The governor who was addressing the opening session of a workshop organized by the Dialogue Support Group Initiative, under the theme of “Its we who build Peace”, stressed that the dialogue has come at an appropriate time along with the community activities, saying the war was being entertained by those who wanted to frustrate the progress and development in the country.
Senior executive and legislative leadership and popular personalities took part in the workshop, stressing their readiness to support and cement the pillars of security, stability and peace in the country.
JEM Calls on Armed Movement to join Dialogue

The Legal Advisor of the Sudanese Justice and Equality Movement, the member of the National Dialogue Freedoms and Basic Rights Committee, SaifEdeen Al-Naeim has called on the leaders of the political parties and the armed movements who rejected the dialogue to join it and discuss their issues inside the country away from the foreign agendas .
Al-Naeim , in a press statement to SUNA has described Sudan’s issue as strategic and should not be revealed to foreign countries, lauding President Al-Basher’s call for holding the National Dialogue.
People’s Movement Party,(Peace Wing) Rejects Transitional Government to avoid Creative Chaos

The People’s Movement, Peace Wing’ has announced its total reject to the transitional government to avoid the creative chaos in the country .
Chairman of the People’s Movement party, Robert William Exander said in press statements to SUNA, Thursday, has pointed out has described what was stated by some opposition forces and political parties on transitional change in the situations following the popular revolts as unacceptable”.
‘ We work for reaching an agreement on national issues and the procedures that support the rights and the public freedoms in the light of the Presidency’s exceptional appointment to the parliament which does not affect the current majority’ He indicated .
Alxander pinpointed that the higher interest of the country necessitate the continuity of the reform initiated by the President of the Republic by starting the dialogue without resorting to transitional situation.
National Dialogue’s Committee of Identity determines Identity’s pillars

The Committee of Identity at the Conference Of National Dialogue has agreed on the four identity’s determinants (Culture, Religion, Land and State) after constructive and transparent deliberation and discussion by its members representing 127 parties and 16 armed movement.
The Co-chairman of the Committee Omer Mohajir explained that it was the first time since the independence of Sudan the national identity to be raised for discussion despite its importance as the crux of many issues as well as its social and psychological repercussions which negatively affected large segments of the people of Sudan.
Mohajir said, in the programme of the Radio Conference at the Radio of Omdurman Friday, “What has been crystallized by the committee is the elements and determinants of the identity included the Culture, the Religion, the Land and the State”, “Through the homogeneity of these four elements, the identity of any nation will be determined”, he added, stressing that the race is not one of the identity’s determinants.
Mohajir pointed out that the six themes, which were enshrined in the President Al-Bashir’s Initiative represent the genuine knobs and handles of the national crisis in Sudan.

The comprehensive national dialogue launched in 10 current October,( extend 3 months), will continue in receiving views, ideas and suggestions about the six topics, while committees were consisted for these topics and began work after adopting a plan to practice their responsibility after holding public conference of the dialogue.
Before its beginning, national dialogue found international support and acceptance , which appeared clearly since the announcement of President Al-bashier his initiative 26 January last year for the National Dialogue that found remarkable and positive international acceptation.
This global interest represents strong push to the dialogue and seriously and guarantee against setback. Spite , negative effects of the foreign intervention, likely to exist ,but the government clear view to the dialogue and its readiness to enforce them, will reduce these negative impacts.
Chairman of the African High level Mechinism Sambo Mbeki announced his full acceptance to Al-bashir initiative that called for a comprehensive national dialogue to solve all Sudan’s pending problems after his meeting to the president in February 2014.
In the same context Arab League envoy in Sudan ambassador Salah Halema declared that the Sudanese national dialogue enjoyed with regional and international support what will increase its chances of success and explained the political force’s demands could be tackled via dialogue table and prepare them for implementation.
Besides he asserted on Arab League has a fixed and supportive view to the dialogue , that should be pure Sudanese-Sudanese dialogue and added we are on contact with all political parties to encourage them go ahead in dialogue process.
France stated in an official declaration ( France welcomes the agreement signed in Addis Ababa on September 5 by Sudan’s national dialogue committee and the Paris Declaration Group).
Troika ( USA, Norway and UK) said in declaration issued in 2014 :-
(The Members of the Troika welcome the National Congress Party’s stated intent to undertake a process of national dialogue in Sudan. We have long shared the view of many Sudanese that a sustainable peace and a prosperous Sudan can only be achieved through a fundamental review-and reform-of national governance systems that concentrate power at the center and marginalize the regions.
To this end, we are encouraged by the leadership’s stated intent to confront questions regarding the country’s ongoing conflicts, poverty, governance, political freedoms, and national identity. We note that a common understanding of the dialogue process, and the desired goals, will invite broad participation and offer the best chance for success. In this regard, we encourage Sudan’s leaders to work in close coordination with the AU High-level Implementation Panel, led by President Mbeki, to ensure that those goals are met .
We encourage the political leadership to ensure the time and space necessary to deliver on their promise of a genuine, holistic, and truly inclusive dialogue that will include the armed and unarmed opposition, as well as civil society).
Representative of UN in Sudan Haile Menkerios said that UN and Security Council’s welcomed initiative of the National Dialogue pointing that it is great opportunity to discuss on Sudan security via democratic sharing with who felt or still feel with marginalization.
Europe Union called government to stop chaotic military activities, that resulted to violation of human rights and displacing thousands people . while presidential decisions were issued concerning Cease fire and amnesty for armed groups ,to prepare the environment of conducting dialogue and reassuring others to participate.
Some American, Europe and international Funds pledged to pay (150 billion US dollar) , exemption the foreign debts , lifting economic ban and remove Sudan name from list of countries that sponsor terrorism, if national dialogue managed to create a real democratic transition that shared all political powers and armed groups in governance.
On its part, Russia affirmed in 23 of September 2014 its full support to President al-Bashir initiative to a comprehensive dialogue without exclusion for any one to end all country’s crises. And asserted its support for Sudan in Security Council.
The Chinese foreign affaires minister indicated his country’s opinion regarding the national dialogue in October 2014 when he announced in a press conference during visiting Khartoum that Beijing’s government support the process of comprehensive National Dialogue in Sudan. And asserted on China backing to the Sudanese government’ efforts for surpassing the current economic crises and creating sustainable development.
The German situation was explained in 3 October 2014 when it was announced on ,Germany would work with the Sudanese parts to facilitate process of peace in the country and achieving the democratic transition, after meeting with groups of the Sudanese Revolutionary Front in Berlin.
British Ambassador in Sudan declared in last June his government ‘s support for purposeful dialogue between Sudanese parties and hoped that it could reach to its goals as well as he asserted on necessity of continuing the dialogue on bilateral relations and on topics that may be point of agreement or discussion between the two parts.
According to foreign opinions that has been mentioned above and represent the international and regional organizations and some states are indicating clearly support and maintaining to national dialogue that aim to achieve Sudanese people’s aspirations to national document include effective solutions to all diplomatic, cultural, social, economic, security and political issues
Secretariat General of National Dialogue: : starting of the National Dialogue and called all political and armed groups to response for home land call and to register national situation , which history will keep it in mind -We have:

Sudanese are keen that this dialogue will solve all country’s problems, stop war, ending economic suffering and open doors for development and stability. Prof. Hashem Ali Salem the Secretary General of National Dialogue spoke to Sudan news agency in interview on dialogue preparations and activities :-
Q: What are the functions of Secretariat general of the National Dialogue and from which it consisted?
A: Secretariat general of the National Dialogue consists from 26 member. most of them are maven diplomats, ambassadors and academics who worked before in international volunteer organizations. Those members responsible on supervising on internal Sudanese- Sudanese national dialogue, documenting for the dialogue activities, which began in 10-10 . The secretariat members had been distributed to 6 committees of the dialogue.
Q: How many member in each committee?
A: Each committee should be not more than 150 member .They will sitting and discussing freely and the secretariat general will represent in all committee to document and register agreed and the points at issue . And to list these points to the high coordination committee (7+7).
Q:What are the preparations of the secretariat in part of delivering the invitation of participation?
A: invitations were delivered to all Approvers, parties leaders and chiefs of the armed movements, all membership of official registered parties , the movements who signed on peace agreements and the armed movements, according to the request of (7+7) committee that supervised on the dialogue.
Q: How is the participation of parties in the dialogue conference?
A: Each party represents via one person and alternative to be on behalf of him in case of his absence.
Q:Concerning finance situation of the parties … Does the secretariat general will pay transportation and Accommodation fees for the parties representatives, who come from states?
A: it depends according to the party’s view, If they need support, no problem ,but if the participants live in Khartoum, there is no need , and it is easy to come and participate.
Q: Prof. Hashem Is there any funds paid for the parties to participate in dialogue or to support them in convening workshops?
A: Never, no funds were provided for them .Each party convene its activities in or outside Party headquarters building, where No dominance on any activity.
Q:Does Secretariat General of the National Dialogue give parties permission to organize its activities concerning the dialogue?
A: President Al bashier issued republican declaration ” Any party has right to perform its role in or outside its Party headquarters building, no one can prevent them.
Q: Excuse me, Reform Now Movement ” Al-eslahAl’an ” had convened political activity, but some party supporters were arrested … how is effect of that on national dialogue’s course?
A: we encourage freedom of political activities and any Party free to organize activities, we have the Conciliators Committee, which accomplishes mission of communicating with parties and movements which deferred their participation in the dialogue, so there are good news pointed to their response and joining to us.
Q: How is the cooperation in between the Secretariat , (7+7) committee and Conciliators Committee?
A: There is good cooperation with each other. The Secretariat is member in the High coordinated committee of the National Dialogue. We attend in all meetings of , (7+7) committee. cooperation between all are going well because our aim is Succeeding the National Dialogue.
Q: National Dialogue began in 10 October , but when it ends? Is there identified clear cut timetable?
A: According to road plan, we said three months but it doesn’t mean final date, so if dialogue parts need to more additional time, no problem, our goal is completing the dialogue and reaching to outputs that should satisfied for all.
Q: Then, Does is there an opportunity to subjoin the dialogue?
A: yes of’ course in any moment if a party or armed movement want to join the dialogue , we are ready to call them and facilitate their participation in the National Dialogue.
Q: Are there invitations for regional or international bodies to attend the conference?
A: Yes, invitations were delivered to the African Union, Arab League, which will participate as observers and not as member in the dialogue , due it is Sudanese- Sudanese dialogue and convenes inside homeland.
Q: How many parties , agreed to participate till now?
A: more than 75 party till now which appointed their representatives and listed their visions and ideas on the National Dialogue, While we expect more participants in coming days. We distributed all parties representatives into the six committees of the dialogue.
Q: What is the total expected number of the participant parties?
A: we expected participation of 104 party in the dialogue beside 70 national personality.
Q: How do you assess activities of (7+7) mechanism and their visits to number of neighboring states?
A: we appreciate these efforts, it is optimistic index, as there are good news about participation of some armed groups and opposition parties in the dialogue.
Q: What is the role of the Conciliators Committee in the Secretariat of National Dialogue ?
A: This committee has great role to conciliate between views and ideas of all dialogue parts , so till now they played vital role in this side.
Q: What are guaranties given to armed groups that will participate in the dialogue?
A:The guaranties are the two republican decrees issued by president Al- bashier which stated to guarantee their coming to participate and return when they want, in addition to the committee’s efforts and communications of preparing suitable conditions for all participants.
Q: What are guarantees of carrying out the conference recommendations and its outputs?
A:There is a committee responsible of accomplishing these outputs and the Secretariat general members will met them to identify the mechanism of implementing these results.
Q: There are some fears from Leaders of the Revolutionary Front who face judicial decisions such as Malek Agar and Abdul aziz al- helo… what about their participation?
A:I doesn’t think they could arrest, if they come , even more than, there is personal guarantees from president Al-bashir , that till they can return when they.
Q: Are you optimistic in the Secretariat General with success for the National Dialogue?
A: Yes we are very optimistic and there are positive signs for that , even we could answer to questions , the Sudanese failed to answer them since 60 years ago.
Q: What are your messages concerning the Dialogue?
A: My message to political parties, response to Dialogue call, because this is homeland who calls and not the government. The rejected parties to National dialogue should act a national situation that history will keep it in mind.
My message to armed groups , environment is ready and prepared via Amnesty decision, that issued by Republic president and all groups, completely convinced that war and destruction are not method to reach for solution. we hope that they come and share together to find answers of the dialogue. My message for the Sudanese people, who wait for the dialogue outputs , my message to all armed groups and opposition Parties please, don’t frustrates this nation.
